If you are fine to withdraw via other measures (SEPA, JPY domestic, BTC), MtGox should be alright given you don't mind the premium. Only risk I would see is whether or not they are even liquid in light of the 10 million USD lacking.
There are still reports of 3+ week delay times for SEPA transfers initiated in late august, so that's a risky game to play.

SR news not only caused the short-term crash. This news reversed the trend.
It didn't necessarily reverse the trend. We could now be in a bullish trend with a softer slope or in a sideways market.

Agreed. 166 might be the stop for bitstamp, but 180 is more likely the next stop for mtgox. The extra $14 being the gox-premium for degraded fiat, which wasn't the case when gox was last at 166
If I was unfortunate enough for buying at 166 in April and wanted out, I'd sell as soon as I can so the resistance will happen wherever that price is reached first, ie gox.

If some people are slowly starting to get "fast" withdrawals from gox and thus be given the opportunity to arbitrate, then they will be keeping it to themselves to maximize their profit. That's what I'd do anyway. Not sure if that would explain such reduction in the gap though.

China was at a $230-equivalent. Other exchanges just played catch up today.

A lot of USD users have funds stuck in Gox? Why? They have had ample time to buy BTC, move the BTC to another exchange and sell for a profit. The market is up over $100 in the last month. If they have $$ in Mtgox its because of a combination of greed and/or stupidity.
In my case it isn't greed or stupidity but not wanting to give mi ID to another exchange. Gox has my dox and I've been trading there for 2+ years without ever losing a bitcent, hack included. On top of that, I only store decent amounts of fiat there on mid-term bearish trends—the rest of the time I sleep with most coins under the pillow and I trade with a small quantity. Of course, for new money I buy at localbitcoins or bitcoin.com.es (spanish trader), which have sensibly better prices.

Well I wouldn't say it's precisely cautious, there's lots of excitement, gif animated rockets, it's happening and all that. However people aren't getting loans to enter (yet!) so that's a bullish signal.

Gox's website seems to be responding very slowly right now
When I logged in this morning a small message appeared in the top left corner saying something along the lines of "Wait a moment…", I interpreted it as some kind of "we're overloaded". It's annoying that every single request to mtgox is delayed, even the login or trading ones with are javascripted and show no visible indication that the engines are working under the hood.

Google Earth/Street View shows that address as a small industrial/office unit, and I don't see any sign on the building with Bitstamp written on it either.
What makes you think that the google car photographed that area recently enough for bitstamp to exist?
